The Changing ISP Landscape in Kenya:
What It Means for Resellers & Network Businesses.

By Veenet Africa | Updated June 2025.

The Kenyan ISP industry is undergoing a massive shift, from regulatory reforms and satellite service competition to changing customer demands and billing structures. As a result, resellers and network-based businesses must rethink how they deliver connectivity and scale sustainably.

At Veenet Africa, we’re not just keeping up  we are staying ahead. Here’s what’s happening in the ISP space and how we help your business stay future-proof.

The Big Shake-Up: New Rules & New Players

The Communications Authority of Kenya (CA) has begun cracking down on unlicensed ISPs, introducing tiered licensing models (NFP-T3 & T4) aimed at regulating small and mid-sized providers. This is good news for customers but for resellers, it means it’s time to get serious about compliance, quality, and partnerships.

Meanwhile, Starlink has entered the market and become Kenya’s 7th largest ISP in under a year. It’s offering high-speed, low-latency internet even in remote areas, thanks to its Nairobi PoP. Local ISPs are under pressure to match performance or niche down.

What Resellers Need to Know:

Kenya's ISP ecosystem is no longer just about price. Today’s success depends on:

  • Reliable, scalable bandwidth

  • Licensed infrastructure partners

  • Local POP presence for speed and latency

  • Flexible packages for small to large resellers

  • Technical and onboarding support

Veenet Africa ticks all the boxes. With our live PoPs in Nairobi and Mombasa  including Lumumba Drive (Mirema), Saika, Kamutiini, Bamburi Naivas, Kisimani, Nyali, ICOLO MBA1/MBA2, Canon Towers, and more — resellers get access to clean, consistent, and secure internet capacity.

The Internet Bill & Metered Billing: Time to Adjust

The newly proposed Internet Bill will introduce:

  • Metered billing models over flat-rate

  • Mandatory KYC for ISPs

  • Annual reporting and transparency

  • Penalties for non-compliance (up to KSh 5M)

This means resellers and hotspot owners must track usage, understand their data margins, and deliver better client value.

👉We support our partners with usage analytics, monitoring tools, and bandwidth control  making transitions easier and reducing data loss or abuse.
